Why the basis line matters
Every line the engine emits carries the rule that produced it — “Zone 2 transfer rate; zone-to-zone prices at the furthest zone, per card note” or “Hourly $232.00 × 8h, minimum 8h Fri–Sat”.
Public buyers routinely ask how a number was derived, and evaluators score responsiveness partly on whether the pricing is traceable. Those basis strings are the answer, already written, and they are also what stage 4 narrates from — so the prose cannot drift from the arithmetic because it has nothing else to work with.
